Verified Claims
October option
Qualified. Reproductions of the Department of Defense’s October 30, 2026 announcement identify modification P00001 to N0001926C0140 as a $114,692,840 option exercise for H-1 structural and power improvements. The option buys 15 A-kits and four mission kits and funds nine aircraft installations, plus long-lead and time-critical components, materials, labor and spares. All $114,692,840 is FY2027 Aircraft Procurement, Navy funding obligated at award, with completion expected in June 2028. Fort Worth accounts for 38.1 percent of the work and Amarillo 28.7 percent. The actions combine fixed-price-incentive and firm-fixed-price arrangements with cost-plus-fixed-fee work, and NAVAIR is the contracting activity. The announcement describes the modification as “not competitively procured.”

July base award
Qualified. A reproduction of the Department of Defense’s July 24, 2026 announcement identifies a $33,642,332 base award on N0001926C0140 for nine A-kits and two D-kits, described as mission kits. Long-lead items include 12 each of rotorcraft station control units, AC generators, generator control units and tube assemblies, plus seven combining gearboxes. The announcement identifies $19,991,649 in FY2025 and $13,650,683 in FY2026 Aircraft Procurement, Navy funds obligated at award, with completion expected in July 2028. It also describes the award as “not competitively procured.” A reproduction of the August 7 SAM award notice records the July 24 award date and a $33,642,331.69 base value. The two announced Bell obligations total $148,335,172.

Bell’s estimated package
Qualified. Bell’s July 27, 2026 release describes an estimated $300 million contract covering a base period and three option years, for up to 49 aircraft, 28 AH-1Z and 21 UH-1Y. Bell forecasts Phase III work at its Amarillo Assembly Center beginning in mid-2027 and first upgraded deliveries in 2028. The reproduced SAM award notice displays $303,094,411.53 as the award total. Bell’s figure is an estimate, and the signed option schedule would confirm the exact option-inclusive value.

Electrical and structural scope
Confirmed. The Navy’s June 2025 PB2026 Aircraft Procurement, Navy exhibit for H-1 Series OSIP 012-24 describes the effort under its earlier name, SIEPU. It assigns new AC generators mounted on the combining gearbox to both the AH-1Z and UH-1Y, along with new wiring and harnesses. A redesigned accessory drive quill supports electrical growth, and rotorcraft station control unit changes support weapons functions. The listed structural improvements apply to the UH-1Y. They cover an ammunition-can redesign, a removable roof-mounted fast-rope and hoist system, improved aircrew restraints, a crash-attenuating gunner seat and litter-mount safety changes. The exhibit requests $57.311 million for FY2026 and describes the intended design.
Record: PB2026 Aircraft Procurement, Navy, Budget Activity 5, H-1 pages 18 to 20
1760 data bus
Qualified. Bell’s August 3, 2026 SPINE explainer describes a 1760 data bus and a scalable electrical architecture for network-enabled weapons. Bell presents SPINE as one element of Series A, together with digital interoperability and improved defensive systems. This is the manufacturer’s description of the intended architecture. Weapon-specific clearance and installed scope by aircraft would need configuration-level records.
First two aircraft and testing
Qualified. Bell’s March 17, 2026 release says the first AH-1Z and UH-1Y modifications took place over 19 months at the Amarillo Assembly Center. It reports both aircraft at NAS Patuxent River for continued flight testing and says those tests will determine the final SPINE configuration. Bell’s July release dates completion of the two aircraft to fall 2025. The 19-month figure describes the first-article effort. Final configuration approval would need an updated NAVAIR record.

Link 16 production history
Qualified. Northrop Grumman’s March 9, 2022 release announces a $65 million Navy contract for full-rate production of Link 16 for the H-1 fleet. The release is cited through an I-Connect007 reproduction. A Marine Corps account published June 9, 2022 describes a November 2021 test that linked a mixed AH-1Z and UH-1Y section with a ground station over Link 16 and ANW2. Its early-2023 fleet-integration date was a forecast at the time.

Current Link 16 contract
Confirmed. The Department of Defense’s August 29, 2024 announcement identifies N0001924D0123 as an $80,287,570 firm-fixed-price IDIQ with Northrop Grumman for a maximum of 35 UH-1Y and 36 AH-1Z A-kits, plus 71 B-kits. Modification P00002, announced March 28, 2025, added $22,152,874 for 13 UH-1Y and 12 AH-1Z A-kits, along with 19 B-kits and six flight-training-device B-kits. Modification P00005, announced September 15, 2026, adds $34,388,301 for eight UH-1Y and nine AH-1Z A-kits, plus 17 B-kits, with work expected to finish in March 2027. Each action obligated $0 at award, with funding on individual orders.

PASM award
Confirmed. NAVAIR’s January 30, 2026 release, issued by PMA-242, announces an $86.2 million Other Transaction Agreement with L3Harris for the Precision Attack Strike Munition on the AH-1Z. Units, manuals, training, support and test equipment are due by the end of FY2027. The release describes a longer-range weapon for land and sea-based missions and gives no quantity or numerical range. Its headline uses Missile and its body uses Munition. This page uses Munition.
PASM contracting efforts
Confirmed. NAVAIR’s September 2026 Commander’s Awards account credits Mary L. Comerford’s integrated product team with the rapid acquisition of the Precision Attack Strike Munition. It calls the munition the Marine Corps’ top-priority air-to-ground weapon system. The account describes seven simultaneous contracting efforts covering aircraft modifications, a new launch system, munition procurement and integration of government-furnished software and equipment. It identifies September 2027 as the fleet’s critical need date.

Red Wolf identity and distance claim
Qualified. L3Harris’s January 30, 2026 release says NAVAIR selected the company to supply Red Wolf for the Marine Corps’ Precision Attack Strike Munition program. It claims “proven distances of 200 nautical miles” for Red Wolf. NAVAIR’s award release names neither Red Wolf nor a range figure. The weapon identity and distance figure are company statements.
Green Wolf
Qualified. USNI News reports that the PASM package includes Red Wolf and Green Wolf. L3Harris’s product page describes Green Wolf as an electronic-warfare vehicle. Green Wolf quantities and delivery commitments await NAVAIR confirmation.
Records: USNI News PASM report and L3Harris launched-effects product page
JAGM already fielded
Confirmed. NAVAIR’s March 4, 2022 release reports that the Marine Corps declared initial operational capability for the AGM-179A Joint Air-to-Ground Missile on the AH-1Z on March 1, 2022, with equipment delivered to HMLA-267. JAGM is a fielded weapon that predates the SPINE fleet modifications.
Program manager statement
Qualified. Bell’s July 27, 2026 release quotes Col. Jason Duke, program manager of PMA-276, saying SPINE will “ensure the H-1 fleet will continue to be relevant into the 2040s.” Duke’s title identifies PMA-276 as the program office for SPINE, and NAVAIR’s PASM release carries the PMA-242 designation. The quotation is a statement of program intent.

Aviation plan concept and readiness assessment
Qualified. The 2026 Marine Aviation Plan makes Distributed Aviation Operations the aviation contribution to Expeditionary Advanced Base Operations, dispersing aircraft among expeditionary sites to support forces in contested maritime spaces. It elevates aviation ground support as central to distributed operations. Its H-1 pages describe strong performance against Mission Capable Aircraft Required and Full Mission Capable Aircraft Required measures and say the inventory provides room for modernization. They list 301 aircraft in total inventory against a 349-aircraft delivered program of record, with 313 planned. The plan sets a 2035 objective for essential modernization capabilities in all active and reserve squadrons. These are service plans and assessments.
Record: 2026 Marine Aviation Plan, printed page 2 and pages 22 to 23
GAO readiness record
Confirmed. GAO’s March 4, 2026 testimony, GAO-26-108888, shows in Figure 6 that each H-1 variant missed its annual mission-capable-rate goal in all eight years from FY2015 through FY2022. GAO says the Marine Corps shifted its emphasis to numbers of mission-capable aircraft in FY2023. This is a historical goal-attainment measure.
Supplier dependence
Qualified. A reproduction of NAVAIR’s August 12, 2026 presolicitation N00019-26-RFPREQ-APM276-0299 describes proposed security requirements and a Delta Production Readiness Review on N0001926C0140. It states that the government holds SIEPU technical-data-package rights but lacks licenses to Bell process specifications and standards. It estimates eight years to qualify another source for that requirement. Its description assigns electrical items to both variants and structural items to the UH-1Y. The estimate applies to the described work, and the notice is a proposed action separate from the October option.

Publication Limits
Option schedule and unit cost
The October option belongs to the July base-plus-options contract. The signed option schedule would reconcile the remaining potential value and show how the nine installations divide between variants. The option combines procurement and installation work with supporting items, so a recurring price per modified aircraft needs costs matched to an aircraft scope.
Records: Bell July 27 contract release and Department of Defense October 30 announcement
Qualification and aircraft availability
Final production-configuration approval and flight-qualification completion await an updated NAVAIR record. Public contract summaries leave production turnaround and annual induction rates unspecified, and those figures help determine how many aircraft are out of service at once. A documented overrun or schedule breach would need program data.
Records: Bell March 17 completion release and Department of Defense October 30 announcement
Weapon and data-link integration
PASM and SPINE have distinct announced schedules. The aircraft configurations supporting early PASM deliveries remain a reporting question. Public announcements cover Link 16 modifications P00002 and P00005, and the amended quantity schedule would show P00003 and P00004. The current number of Link 16-equipped H-1s awaits Navy figures.
Records: NAVAIR PMA-242 PASM award release and Department of Defense September 15, 2026 announcement
Performance and survivability claims
Public records leave certified electrical-power gains unstated. Quantified performance and readiness benefits await test and operational data. Bell’s July release says low-flying Vipers and Venoms will be undetectable to enemy radar. The release supplies no threat conditions or test results, and the article omits the claim.
Records: PB2026 Aircraft Procurement, Navy exhibit and Bell July 27 contract release
Modernization beyond 49 aircraft
Bell’s 49-aircraft maximum is about 16 percent of the 301-aircraft inventory in the February 2026 aviation plan. No public contract announcement extends SPINE beyond that package. Follow-on quantities and funding await clarification against the 2035 squadron objective.
Records: Bell July 27 contract release and 2026 Marine Aviation Plan
Distributed operations support
SPINE addresses aircraft infrastructure. Sustained distributed operations also depend on getting fuel and ordnance to small sites, along with resilient communications.
